2017 Regatta Annoucement

BOATS:

These races are conducted for traditional rowing and sailing boats. Such boats are defined as fixed-seat, rowing and/or sailing boats that are constructed primarily of wood and are of historic design. Heritage-23's: H-23's are Mackinaw boats and are the host organization's primary boat for the races. Heritage-23's, rigged for rowing, require four sweep rowers and a coxswain. When rigged for sailing, a crew of three is required. These boats must comply with race standards for weight and design. All competing boats must have USCG required safety gear plus a VHF radio and be able to pass a USCG safety inspection.

RACES:

Taylor's Race-Against-the-Clock Challenge: You bring the crew; we provide the boat.

The race is an individual time trial style row of approximately 1,000 yards in an H-23. In this event, Heritage Coast Sailing and Rowing (HCS&R) will provide the boats for guest and local crews. There will be an H-23 available for practice runs for registered teams beginning on May 26, 2017. Contact us for available times. This is an open event with no crew classification by age or gender. Race crews must have made a practice run in one of the primary event boats prior to racing. First start: 9:00 am on Saturday, June 10th. The participation of other designs will help develop the handicap formula. The fastest crew advances to the Tawas Bay Dash. At least two (2) runs will be reserved for scramble crews made up of individual rowers who aren't part of a competing crew. Boats of other designs will be woven into this event when feasible to assist in the development of a handicapping formulas. A $500 donation will be made to the 501 c 3 organization in one of the Heritage Route counties chosen by the winning crew. Crews utilizing amateur athletes are responsible for determining the impact of a prize race on amateur status.

Tawas Bay Dash: Bring your sail boat and crew. The dash is a handicapped race open to any traditional, fixed-seat, rowing boats that are constructed primarily of wood. Handicap ratings will be determined by boat weight, length, number of rowers, sweep or scull rowing, and, perhaps, other characteristics. The formula will be distributed by request.

Tawas Bay Traditional Craft Sailing Race: Bring your sail boat and crew. A handicapped race will be held for traditional sailing boats that are constructed primarily of wood. Handicap ratings will be determined by boat weight, length, and, perhaps, other characteristics. We are currently working on a handicapping method.  When complete, the formula will be distributed by request. The race will utilize a reach-out/reach-in or a windward/leeward format with a Bermudian start (sails up, anchored at start line).

LOCATION: East Tawas City Park, Lake Street (US-23), East Tawas, Michigan (Just west of the East Tawas State Dock and Campground) Visiting boats should launch at the DNR Ramp just east of the State Dock and HCS&R on Channel 78 for a tow to the race site. Should weather require the use of an alternate site, it will be posted on the HCS&R website and communicated to all registered entrants by phone to the number provided on the entry form. See Attachment 1 for a map.

AWARDS: First Place awards will be presented for each race. A $500 donation will be made to the 501 c 3 organization in a Heritage Route county chosen by the winning crew of Taylor's Race Against the Clock.

ENTRIES: Each crew must complete a Crew Registration Form (page 5) and pay the appropriate fee. Each participant must complete and sign a Crew Member Registration Form and Release of Liability (page 6). For those under the age of 18, the signature of a parent or guardian is required (page 6). Release of Liability and Parental Consent agreements are on pages 3 and 4. Please include the completed individual Crew Member Registration/Release of Liability forms with the Crew Registration Form. Because of time and boat limitations, entries may be limited. Entries received by mail will be accepted until noon on June 9, 2017. Please register by mail. Crews bringing other traditional boats can register until 8:00 a.m. on race day.

Entry Fees: Entries fees are included in the HCS&R membership through December 31, 2017. Fees are:

    HCS&R member crews and Animikie's Crew: no charge

              Heritage-23 crew: 5 plus alternate: 6 members:

                     Individual Scramble Crew Competitors $10.00
                    Other traditional rowing/sailing designs: $25.00

Age Groups: If there are enough crew and boat entries to warrant, US Rowing's Classification will be used.

Taylor' s Race-Against-the-Clock Challenge: (+/- 1,000 yards)

Keep to the right: Boats meeting each other head-to-head on the course are expected to give each other room to pass port-to-port. A homeward bound (in-bound) boat has the right-of-way in a head-to-head situation provided it is on a A best course@ to the start/finish line.

Penalties-Rowing: Collision: A boat causing a collision with another boat will do a 720o turn.

Overtaking: An overtaking boat will be considered at fault in a collision.

Hitting Mark: A boat that strikes a turning mark with oars or hull will do a 360o turn.

Windward/Leeward or Reach-Out/Reach-In Race: (+/- 1 hour, depending on wind)

US Sailing rules apply. Handicap formulas are under construction and will be published prior to the race.

Release of Liability

In CONSIDERATION of being permitted and given the opportunity to participate in any Heritage Coast Sailing and Rowing, Inc. (HCS&R) sailing/rowing program activities (A Sailing/Rowing Activities@ or A Activity@ ) for the period of January 1, 2017 through December 31, 2017, I, for myself, my personal representatives, assigns, heirs, and next of kin:

  1. ACKNOWLEDGE, agree and represent that I understand the nature of Sailing/Rowing Activities, both on the water and land based, and that I am qualified, in good health, and in proper physical condition to participate in such an Activity.
  2. FULLY UNDERSTAND and that: (a) Sailing/Rowing Activities involve risks and dangers of serious bodily injury, including permanent disability, paralysis and death (A Risks@ and A Dangers@ ); (b) these Risks and Dangers may be caused by my own actions or inactions, the actions and inactions of other participating in the Activity, the conditions in which the Activity takes place, or the negligence of the Releasees named below; 8 there may be other Risks and Dangers and social and economic losses either known to me or not readily foreseeable at this time; and I FULLY ACCEPT AND ASSUME ALL SUCH RISKS AND DANGERS AND ALL RESPONSIBILITY OF LOSSES, COSTS, AND DAMAGES I incur as a result of my participation in the Activity.
  3. AGREE AND WARRANT that I will examine and inspect each Activity in which I take part as a member or participant of HCS&R and that, if I observe any condition to be unacceptably hazardous or dangerous, I will notify the proper authority in charge of the Activity and will refuse to take part in the activity until the condition has been corrected to my satisfaction.
  4. HEREBY RELEASE, discharge, and covenant not to sue US Rowing, US Sail, HCS&R, their administrators, directors, agents, officers, volunteers, employees, other participating event organizers, any sponsors, advertisers, and, if applicable, owners and lessors of premises on which the Activity takes place, (individually and collectively considered and referred to hereinafter as the Releasees) from and with respect to all claims, actions, demands, losses, damages or other liability whatsoever and to any extent pertaining to or arising from any such Activity, including without limitation negligent rescue operations; and I further agree that if, despite this release and waiver of liability, assumption of risk, and indemnity agreements, I or anyone on by behalf, makes a claim against any of the Releasees, I will indemnify, defend, save and hold harmless each and all of the Releasees from and with respect to any litigation expenses, attorney fees, liability, damage, or cost which may occur as a result of such claim.

I have read the waiver above included as part of this agreement, fully understand their terms, understand that I have given up substantial rights by signing it and have signed it freely and without any inducement or assurance of any nature and intend it to be a complete and unconditional release of all liability to the greatest extent allowed by law and agree that if any portion of this agreement is held to be invalid, the balance, notwithstanding shall continue in full force and effect. Please sign the Release of Liability Signature block on page 6.

Parental Consent

And I, the minor's parent and/or legal guardian, understand the nature of Rowing, Sailing, Boating, and Boat Building Activities and the minor's experience and capabilities and believe the minor to be qualified to participate in such Activity, I hereby release, discharge, covenant not to sue, and AGREE TO INDEMNIFY AND SAVE AND HOLD HARMLESS each of the Releasees from all liability, claims, demands, losses, or damages on the minor's account caused or alleged to be caused in whole or part by the negligence of the Releasees or otherwise, including negligent rescue operations, and further agree that if, despite this release, I the minor or anyone on the minor's behalf makes a claim against any of the above Releasees, I WILL INDEMNIFY, SAVE, AND HOLD HARMLESS each of the Releasees from any litigation expenses, attorney fees, loss liability, damage, or cost that may incur as the result of any such claim.
